Granted Citizenship- 5 months since and no return of passport or BRP

Hi, i just want some advice so im gonna keep it short and simple.
Both of my daughters have been registered as British Citizens. One of them was born here and the other was born back in our home country(Not an EU country or British territory, colony etc).
When we received the certificates my daughter which was born here received her passport we sent off and Biometric Residence Permit.
My other daughter only received her certificate.
Our solicitor sent them a letter in regards to this and we never got an answer back.
It has now been 5 months, we were waiting in hopes they will send her passport back but they haven't (they can keep the BRP as it would have to be destroyed anyway).
Also bear in mind to take out a British Passport they require to see any current cancelled passports so we are stuck and cant apply for my daughters passport.
What should i do? should i ask my solicitor to chase up on it again or should i take out another passport for my daughter and consider her passport as lost?

Yes they both had child passports from the same country

Would this be okay for me to do? my solicitor has always represented me in regards to the home office. I have never directly dealt with them.
