Visa Application for Child Depended

One of my friend has child in India.
Both parents are living here in UK and got ILR. Child born in India and living with grand parents. Child is 11 year old. Now they want to bring child in UK.

Which application they need to put.

Their are few option on the below link but confusing.

There is only one visa, that is the link you have posted.

They child applies with this option as both parents have ilr and are not applying at the same time as the child.

If they are not, you must fill in both:

the online application form
the Appendix 1 paper form
