Changing VAC and Rescheduling Appointments with UK VFS

I know that it is not possible to change VACs following online submission of visa and confirming an appointment. But is it not possible even within the same country? i.e from Johannesburg to Cape Town, Karachi to Islamabad, Dubai to Abu Dhabi etc.

Also, is there a maximum limit for the times you can reschedule an appointment?

Also, is there a maximum limit for the times you can reschedule an appointment? Not heard or read of a limit on reschedule. Better to book appointment when ready rather than to keep booking when not ready and keep rescheduling.
