Who can use UKVCAS apps for Biometrics?

Hi

My mum is on visit visa and has applied for visa extension on FLR (HRO) due to current situation and personal reasons. She received an email for using Apps, but we have booked appointment on 06 October 2020 at Manchester Core centre as she has not done Biometrics in UK before. She has done Biometrics in home country in 2017 and 2018 for UK visas. I have seen some post that home office may ask for an appointment for full Biometrics if it is not done in country or in last some time period.

Now bit worried as my elderly mum is at risk due to Covid-19, and there may be some Covid-19 restrictions and they might not allow her or may not allowed me to accompany her.

Can she use apps for sending photo and documents? Will there any problem as she has not done Biometrics in the UK? Can HO use biometrics done in other country? If my mum use apps is there any risk of her application render void or invalid?

Manchester and its adjacent areas are undergoing more rigorous lockdown & safety measures than London and other areas, therefore, it might be bit difficult for someone to share his/her experience unless have coincidentally undergone same difficulty at recently. But why not you contact to UKVCAS and find out the very latest instructions encircling over your circumstances. Also there is a live text commentary in place about biometrics in different forums which can be used as a guide.

Could anyone advise please.

Earlier in 2019 when my brother has applied that time there was no option to submit document ourselves, only UKVCAS staff can submit them and there was a consent form which you need to sign scan and upload with documents.

I don't know if we go for Biometrics, do they submit your document or applicant has to submit documents?

Also there is no consent form on Further action page on UKVI website. Do I miss something? Please help.

I am also looking to apply flr (hro) for my parents based on ill health. Could you please provide some details under which category you applied in flr (hro). Under what stage your application is and do you looking for long term stay for your mum or just for covid 19
