What proof for English did you use at ILR stage? And when did you get ILR?

I’m non-EU National who was married to EEA National up until 2013, divorced in 2013 and received Retained Rights of Residence.
In 2015 received permanent residence card.
In 2019 received EU Settlement ILR
So what should I answer to the above question - Yes or No?
