No answer or passport returned after 6 months VISIT VISA application

I need enlightenment regarding my situation because I feel like UKVI is neglecting my case. I have applied for a tourist visa on september 10th 2021, which is more than 6 months ago. The processing time mentioned was of "around 15 working days". Now and after 6 months (more than a 100 working days), I have no news regarding my visa or most importantly, my passport. I have contacted UKVI several times since november through a paying enquiry service (the new complaint form didn't exist yet), to enquire about my documents that I was not receiving and to inform them that I would need my passport for very important professional and personnal matters. I spoke with 7 different people from UKVI, a different person on every enquiry, and none of them provided me with any assistance. Since my first enquiry on Novemver 8th, I was told that a decision was made regarding my application and that I should receive a notification for passport collection shortly. But it never happened and I kept enquiring every two weeks or so without any use. On every enquiry I specified that I am aware of the decision having been made but the issue is that I do not get my passport back, or the said decision, but UKVI keeps giving the same irrelevant answer. It took me several different enquiries, a few months, and five different UKVI people to talk to, for someone to finally say in january he was going to escalate my case to another team that could locate my passport and that I should be contacted shortly, and absolutely nothing happened. Now 2,5 months later, the last person I talked to said that my case cannot be escalated because the priority is given to Ukranian situation. But what about the escalation of january ?
I don't know what recourse can I turn to at this point, because this is the 7th month without my passport and the inconsideration is chocking.

The people you spoke with are outsourced service hence why you got different response with each person you spoke with or the impression you got that they ain't helpful in resolving your matter.

Directly make a complaint a give as much details as possible.

Thank you very much for answering. Indeed, I did fill this complaint form yesterday only, as this new service was still inexistent last time I tried the classic paying enquiry service. I hope this time the case falls in more helpful hands.
