ILR FLR(M) - Is Paragon (Easy Access) ok for Financial Requirements

I have a Paragon savings account (Easy Access). If I send them a request before 2pm - the money is in my bank by 4pm the same day. After 2pm the money will be in my bank the next day.

Instant Access - is mentioned in the Financial requirements, wondering if this counts?

That is not what immediately accessible means.
The bank tou refereed to is it registered and regulated financial service provider?
