Switching from PSW to Phd education

Hi,
Please clarify on the below request
my wife sister is currently in india last 1 year on PSW visa, will expire on Feb7th 2025 and she is planning to do Phd in cumbria university
How many years of Phd visa( formerly Tier4) she will get? and can she eligible to apply Phd visa outside UK(as she is currently in India) and her dependent is in UK studying A level

please advise on it.

She needs to ask the university.

Yes, but she should not be leaving a dependant in the UK long-term without being there herself.
