Advice on Health Care qualification please

Does anyone know if a Filipina has a Caregiving NC II qualification, is that seen as a benefit when applying for a Visa?
Also, if the appeals board for tourist visas are currently only looking at May 2023, obviously it will be over a year before any recently sent in appeals will be seen - is it possible to apply for a work visa to come here with the above qualification or do we have to wait until the current lengthy appeal process is over before we can apply?

This is not an easy question to answer.

What kind of a visa is she applying? What is her goal here? I am insanely confused.
First a tourist visa was mentioned, now a work visa. It kind of seems that this person is trying to come to Ireland by any means necessary, which is not a good look, really.
If you want to meet, it might be way easier to do it in a third country.
