Religious Worker minimum pay and resident labour consideration

Dear Friends,
We need to recruit a religious worker from abroad for our religious charity.
We are now in the process of assigning him a cos and have two questions:

1. He will stay in our premise without paying for accommodation and food. He will also be provided flight tickets and any necessary costs related to the main services. As a wage, we are planning to pay him £1000 monthly. 12£/h 20 hours a week. Do you think this is acceptable?

2. Do we need to make resident labour consideration for this person? He will stay in the premise and he is not replacing any workfore in the UK. How we can express this in the cos?
