Citizenship - regarding absence

Hello,

I am in the process of applying for British Citizenship for my wife. I got my British Citizenship in 2023 through the 5 year route (ILR) and my wife moved to the UK in 2017 and got her ILR in 2022 (5 year route).

While going through the requirements for applying for Citizenship, I came across the following
270 days of absence in the last 3 years + 90 days of absence in the last 12 months
In her case, there was a family emergency this year due to which she had to be in her home country for an extended period of time.

I intend to submit her application in the first week of April 2026 and going by 3 year route, her absence in last 3 years (between Apr 2023-Apr 2026) is 281 days.
For the last 12 months, her absence is 95 days.

As per the guidance, I read that up till 300 days(last 3 years) and 100 days(last 12 months) are allowed and shouldn't be an issue.

However in the application form, after declaring the absences from UK, there are 2 questions as mentioned below
1. Residence Requirement
If you are the husband, wife, or civil partner of a British citizen, you must have been in the UK for the last 3 years. If you are not the husband, wife, or civil partner of a British citizen, you must have been in the UK for the last 5 years. This is called your ‘qualifying period’.
You must have been in the UK on the first day of your 3-year or 5-year qualifying period
You must not have spent more than 270 days outside the UK during a 3-year qualifying period, or 450 days during a 5-year qualifying period
You must not have been outside the UK for more than 90 days in the last 12 months
You must not have been here illegally in the 3-year or 5-year qualifying period
Should I select "No" and mention the reason for additional absences.

2. Special circumstances
Are there any reasons why you cannot meet the requirements to become a British citizen (for example, you have had too many absences from the UK)?
If you do not meet the statutory requirements to become a British citizen, are there any special circumstances why you think the Home Secretary should still grant your application?
Should I select "Yes" and mention the reason for absence again for these questions

In terms of documents for proving 3 years residence, are the below documents ok

• Her P60 for last 3 years

• Council Tax letters for last 3 years (with both our names)

• Energy Bills for Apr 2023, Apr 2024, Apr 2025 and Mar 2026 (with both our names)

Correct.

2. Special circumstances
If you do not meet the statutory requirements to become a British citizen, are there any special circumstances why you think the Home Secretary should still grant your application?
Should I select "Yes" and mention the reason for absence again for these questions

You also need to mention here the reasons why the Home Office should consider your application, despite the number of absences. E.g. employment, assets, family, etc you have in the UK.

In terms of documents for proving 3 years residence, are the below documents ok

• Her P60 for last 3 years

• Council Tax letters for last 3 years (with both our names)

• Energy Bills for Apr 2023, Apr 2024, Apr 2025 and Mar 2026 (with both our names)

These documents are not required.

Proof of residence is a copy of the passport pages covering the qualifying period (3 years).

Just one last question, do we need to include a cover letter explaining the reason for absence?

I think the form already provides a section to explain the reasons of the absences and why discretion is sought. If that's the case, no need to add a cover letter explaining the same again.
