naturalization, citizenship

i heard that one guy applied for citizenship within a month of getting ILR and got it within 3 months. does anybody know on what basis? this info is from a credible source but still a questions arises -
is it true?
and how to do it?

does this have anything to do with new bill 2009. because looks like per new rules one can apply for citizenship as soon as they have ILR.
as far as i understand now one can only apply after 12 months of having ILR plus 5 years.
