Naturalisation application enquiry

Hi,

My wife applied for Naturalisation couple months ago, but she recieved two emails for the anonymous survey about the application, usually the survey email sent after the application been processed, and it's been more than a month since them sent the survey email.
I have a friend he had the same thing, and for some reason he didn't receice the decision email from HO neither the cermony email from the council, but he couldn't do anything until after the 6 months passed, and after many tries he found out his application been approved over 2 months ago.

Anyone could confirm whether the surveies email only get sent after the application been processed or to normal to be sent before the decision made.

There's no official indication that the survey email is sent after the application has approved.
It's not actually mentioned in any of the guidance as far as I know.
We also don't have insight into UKVI's processes.
