Yes, a child born in Northern Ireland to a British citizen parent is automatically a British citizen otherwise than by descent and also eligible for Irish citizenship. That is to say that the child is not automatically an Irish citizen, but becomes one when they apply for and are issued an Irish passport.
Given that one of you is already a Latvian citizen (based on your profile's flag), the child will also acquire Latvian citizenship and thus EU citizenship. So why do you feel the need to acquire Irish citizenship for the child as well?
