Set m and single person discount

Hi,
A friend has put in a set m application for his wife. It was a super priority application but has still not received an update from ukvi. Neither not straightforward nor complex emails have been received and it's been two weeks since his biometrics. He did not add council tax records as he claimed for single occupancy instead added cohabitation evidences(ie tenancy agreement, letters, bills and bank statements for both partners) will ukvi routinely check council tax?
