good news nothing has been changed ,bachelors degree still can be awarded 30points.
do not know what is going on with UKBA?
I dont know which guideline you looked at but the one to which the links have been provided clearly say that no points for Bachelors Degree for Initial applications (point 72, page 16). looks like you got confused with provisions for extension.
