Adminstrative review under Tier 2

I have applied for my entry cleance under Tier 2 inter company transfers, As per the imm rules, I gained sufficient points and attached desired documents. However, ECO refused my entry saying that I have not attached Maintenance certificate as original (only the scanned copy was attached). Now I have requested for Admin review with reason that as per Part 9 .3 Maintenance Appendix 5 of Self assessement PBS (VAF9), ' Sponsor can send original, scanned, faxed or and emailed the certificate to applicant" So I have attached the scanned copy received from Sponsor with original application.
Could anybody light on chances of overturned the decision under Admin review. Many thanks in advance.
