Migrants Require "Permission To Stay" According To

I would like to know what does the new rule which says that migrants require permission to stay indicate ?

Does it apply to the people who will be applying for a new visa ?

I already hold a valid tier 1 visa, does it apply to me as well ? Do i need permission ?

which rule are you talking about? Permission to stay means leave to remain generally and the term is used for extension case rather than those applying to enter UK in which case the VISA is called Entry Clearance/Leave to Enter
