Dependant application who should fill the form

When a PBS dependant applies along with main applicant can the main applicant fill the PBS dependant (spouse) application form as well and just ask the dependant to sign at the end? (ofcourse with full knowledge of the dependant the main applicant will be filling the form).

Or

Should the dependant only fill the form by him/her self & sign?

I know we can fill in case of childerns but incase of spouse?

Dependet him/her self / any one , so long they read and understood the form

I will fill my dependant application as well. I will just ask my wife to sign at the end.
