maintenance fund for spouce old hsmp urgent help

Hi,
NEED HELP URGENTLY
My sister is in UK on HSMP since 2006 and has recently applied for EC for her husband and three children age under 12 from Pakistan but received refusal because of Maintenance fund??????????? We thought that manitenance fund is for new hsmp scheme. I have tried on internet but couldnt find any information.

IS MAINTENANCE FUND NECESSARY FOR SPOUSE &CHILDREN FOR OLD HSMPIAMS?
