she would be automatically refused (without any consideration) if she submit another application within 10 years. However if she can proof that there was nothing wrong in her application and if she can proof that all the documents were genuine and not fake she must ask them to reconsider the decision.
You also might like to appeal the visa officer's decision at the Immigration Court. the appeal will be heart in the UK, you would need fight for your case and defent your arguments at the Immigration Tribunal or might get a solicitor / barrister to do it for you.
The immigration judge will also dismiss the appeal if you cannot proof the documents were genuine.

I was watching this programme ''UK Border Control'' last night. There was an Indian guy applying for HSMP visa at New Delhi British Embassy.
The visa officer said that they check each document against forgery. This guy submit a diploma from Osmania University and a bank statement from an Indian Bank.
The visa officer rang the university and the bank and found out that they are both false documents
The visa officer called the Indian guy into the interview room, told him that his application is refused and he cannot submit any more application for next 10 years. Because he used forgery and used fake documents. He informed him that if he submit another application it will automatically be refused. The guys asked his documants back, The visa officer said he won't give him the false fake documants back but if he waits he will give him the passport back, The visa officer came out of the interview room and said that the police has already been called and they won't let the guy go until police arrived.
the guy attemped to go but the doors were locked, he got panicked and begged the security guy to let him out. Police arrived and arrested him as it was a criminal offence in India.
