Help me in finding the answer - From where should I apply?

Help me in finding the answer - From where should I apply?

Hi Again Dear.

I would be very grateful if you can help me once again in finding the answer for the questions I have.

I need to find the answer of my below question.

Before I ask my question I explain you the current situation as below:

1) I am an India resident. I am an employee in Indian Software MNC and I get my Indian salary in my Indian salary account as normal.
2) I am located in Norway (Europe) from 1 Year and will be here until December 2010 (approx may be more then that).
3) I get daily allowances here in Norway and accommodation from company etc.. This is not mentioned in my salary slip and I don’t get any such document from my Norway's office. I get all daily allowances in one of my Prepaid Forex Account in Euros from my employer in India.

NOW MY QUESTION IS, CAN I APPLY FROM NORWAY FOR TIER 1?
If I can apply from Norway then what and how should I show my earnings?
Or I have to go to India and apply from there? If I go to India and apply from there Do I need to show any earnings for my Norway stay as I have been staying in Norway?
What will be the easiest and most feasible way for me to apply for Tier 1?

For your info I have applied for Tourist/Business Visa from Norway last year and got the same.

Please please help me.
