VAF Mar 2009 : Issuing Authority of passport

Hi,
I am in India, i got my passport in Chennai( Tamilnadu ) passport office.
I have doubt on filling of 3.2 Issuing Authority of passport information in application of Tier -1 General Highly skilled visa.

Please any one guide me on this. What i wanted to mentioned in the above column.?
