Query - New Immigration Rules for Tire 1 from April 6 2010.

Home office has come up with new immigration rules.

Query:
From this document its not clear, what they are going to do with new applications that are made from now and before 6 April 2010. This doubt is due to contradiction between point 2 and point 16.

Please can any one clarify it.

the new rule will take effect on the 6th of April. Any application between now and before 6th April will be checked against the existing rules now.

pt 2 refers to the time where the enw rule will be implement and pt 16 identifies the group of migrants in the UK who are excluded from this new rule.

Point 16 looks a bit tricky, because, It makes me to feel that, if you apply before 6 April 2010 and if your application is in process after April 6 2010, then according to this point they will consider new rules, because, they did issue visa before 6 April 10. Am i correct? please clarify me.

Point 16 just says, if you have got visa before April 6th and are in one of the mentioned categories, the new rules will not apply.

if you applied before 6th April for a fresh T1 visa then you are not covered by the new rules. The new rules will be you applied 6th April or after.
