5 Years Addresses - Will they be checked against?

Hi,

Here is a summary of my last five years stay.

Sept 2007 - July 2010 :- Address A (Council Tax not paid)
August 2010 - May 2011 :- Address A (Council Tax paid)
May 2011 - Present :- Address B (Council Tax paid - by Owner)

My query is regarding the stay at Address A from Sept 2007 - July 2010, during which council tax was not paid as I was sharing with Students. Will HO inquire with the council if council tax was paid or not during anytime of stay at an address? And if it was found that tax was not paid, will then it be a ground for refusal?

The HO is not checking if you should have paid council tax or not, they will only check if there are any debts left.
