Investment certificates as Maintenance funds

Hi,

If some has investment certificates issued by State Bank and readilly cashable. Can these be used as Maintenance Funds for Tier 4 Visa?

The State bank has issued a letter about the value of these certificates and can be verified by contacting them. The exchange rate on OANDA website proves that the funds are sufficient to cover the fees+lodging and living cost in London.

Please advise.
