Mentioning the facts - that you are applying for ILE and are submitting documentary evidence(s) to prove that you meet the requirements - in a covering letter should be helpful.

You are not "instructing" them to issue you an ILE but:
1. "informing" them that you are making a settlement application, that you qualify for ILE, that you are including the necessary documentary evidence(s) to prove that you meet the requirements for ILE, and
2. "requesting" them to issue you leave in accordance with the immigration rules.
