Someone with DL move to flr(M)

My sister was on DL for just 3month and she was thinking of moving to flr(m) with her new husband i want to know if that is possible with DL on base her British children .

it is not possible to switch from DL to leave as the spouse of a settled person. She would need to apply for a spouse visa from outside the UK. On what grounds was she given 3 months DL?

it was a 3yrs DL not 3month she just get the DL 3month ago . and she want to marriage a british husband and the DL was granted base on the british children.

it is not possible to switch from discretionary leave to leave as a spouse of a settled person.
