Decision - can't tell us over the phone?

Hi, my wifes application has been decided today. They will not tell us if she got the visa over the phone. she needs to go in in person and they will tell her. Is this normal or is it a bad sign?

It is the proper procedure. They will not disclose any information over the phone (part of their protocol).

yes this is true as they did grant the permit/visa
