Like the cover letters for UK are addressed to:

Tier 1 (General)

United Kingdom

what address should be used for cover letters written to UKBA in India.

Any cover letters for "visa" applications should be addressed to the ECO/ECM at relevant British High Commission or Deputy High Commission, as the case may be, where the visa application will be assessed.
