Child registration as a British citizen

I came across the section E in the guide provided by IND on the registration which states:

"A child who does not come within SECTIONS A to D may be registered as a British citizen at the discretion of the Home Secretary provided an application is made before the child's 18th birthday. It is not possible to set out all the circumstances in which the Home Secretary would normally agree to registration but consideration is given to:
- the child's connections with the United Kingdom;
- where the child's future is likely to lie;
- the views of the parents;
- the nationality of the parents;
- whether the child is of good character;
- the length of time the child has lived in the United Kingdom."

Maybe a naive question but can the child who is settled in UK and his parents are settled in UK (but not British citizens) be rigistered as a British citizen? ,i.e save about 12 months by not having waited until his/her parents qualify for naturalisation. If yes what would be likely requirements to satisfy?

The last two points are only considered in the case of older children, particularly those approaching 18.

For the parents to be settled in the UK (and subsquently for the Child to be settled in the UK) - the parents should have ILR or BC :roll:

Typical HO catch 22 situation - me thinks

A child born here after 1983 would not be automatically a British Citizen unless his parents had ILR. If the parents got ILR after the child was born, the child could be registerd by the parents making an application.

Children under 18 are registered because they are minors and cannot make their own application. The parents do that. After age 18 they make their own application and are naturalised.

Thanks for your comments but I think we missed the point of this section which refers to Home secretary discretion to register a minor as a British citizen even if he/she does not come under the rules/conditions you are referring to. These are covered in sections A-D of the guide but still ther seems to be an opportunity outside these. That is what I wanted to explore.
Having read the section E I felt that it could be possible to register a minor before you mhave met the criteria for naturalisation. Sorry if I did not explain myself properly.

It seems like there are a lot of possibilities that are outside the immigration rules. The point is that there probably have to be fairly good reasons for such a case to be considered. It seems unusual that a foreign-born minor would be registered to become a citizen while his parents do not become citizens--why would this get a hearing? Perhaps it would due to humanitarian reasons (i.e. the minor may become stateless or subject to military service for an oppressive regime, etc.).

It's all pretty hypothetical.

For the time being forget about "outside the rules" treatment. The HO is getting tougher and tougher.

For example if a minor offered a place on the National Great Britain sport team but can not take it because does not yet have a british passport do you think it won't be considered. It is not Olympic squad I am talking about but just National Junior GB team.
