I don't quite understand this. I believe if the ECO made an error in issuing the EEA family permit in your name, but that error will not justify the issuance of ILR under the immigration rules, would it?

I am not sure how i can help in this situation. I will be a bit reluctant to pay a legal representative in these circumstances.
