unlimitedt reidence permit in Italy. Do I have EC rights?

Hello.
I am from Albania (not EC), actually I live in italy and I have an unlimited residence permit here.
I want to came to london for a work experience, but I have to register to the GMC (general medical council).
I want to registert to the GMC like an europian citizien (becouse I think that i have EC rights).
My question is: if i have unlimited residence permit does this mean that I have EC rights? Thank you very much.
