Schengen visa to Germany from Uk, holding a general visitor

Hi there
My parents are coming to uk from india on visitor visa and will be in uk for 2 months. my sister and bother in law lives in Germany ,brother in law having a German passport .they want my parents to visit them for 2weeks.
as my sister is pregnant.
Can I apply visa for them from Uk ?
If so what is the process.

So if they are visiting the UK,
as a visitor they cannot (normally) apply for any visa while in the UK,
they need to go home and apply (before they arrive).

their UK Visa must be:

Valid UK residency visa (such as work permits, spousal visas, student visas to name a few) endorsed in their current passport.

Have total validity of more than 6 months to be considered a residence permit.

Visit Visas visas are not considered as a resident permit for visa purposes.

I am on Tier 1 general visa and will be eligible for ILR from july 2014.
My parents are coming to Uk on 18 sept 2013 so according to your answer
if they want to visit Germany they have to apply visa from India??
they can not apply from Uk.

as we will got 18 days we will apply from india .waiting for your reply
