Your posts barely relate to each other.

If You are varying/applying before the visa expires than why would you say NO?

You are miss understanding the problem...

I will apply for Tier 2 dependent on 13-07-2019
I will be eligible for ILR on 23-07-2019
I will apply for ILR on 23-07-2019 as well

Now when I will be filling in ILR form, my visa will be expired, right ?

For now, I am just testing the ILR application form by putting mock dates and see what questions it's asking me, and that's what I am discussing today.

Does that makes sense ?

So ur applying for tier 2 dependant extension on 13.07.19 and varying it to ILR on 23.07.19?

You need to be more clear in communication. It sounded like you were making two separate applications for two separate people in ur latter posts. The key word is VARY.
If you are varying then whats the problem.
Your current visa conditions are extended by 3C when you submit an in time application i.e. tier 2 dependant extension by 13.07.19... the same conditions shall apply when you vary to ILR.

Do you have a visa, leave to enter or remain or other permission to be in the UK? YES

keyword "vary" was used number of times in previous replies by myself, i am not sure why you didn't see it.
