Maybe I am just naturally pessimistic, but I think "hasting" is not the right word. The consultation rather suggests that the path will take longer, and if you do not do voluntary work, that may delay it further. It sounds like 7 years will probably be be the fastest you can do, plus processing delays. If you are not deemed "British enough" (what does that mean anyway? eating Sunday roast? binge drinking? Christmas crackers?), it will take longer.
