You have to meet the higher of the three options. So if hourly your over rate when you multiply you weekly hours x 52 weeks must be at least £26,200. UNLESS the role is on the shortage occupation list. Or some other exemption.
If you are only being offered say 20 hours at £14 you are not going to meet the minimum threshold of £26,200
