refugee or humanitarian

Respected Members
I got a visit visa to Canada and I am planning to be there soon, my question is that can I apply for immigration status either based on humanitarian and compassionate ground or refugee ground, both are applicable in my case and strong reasons are available and applicable to my case

My question is that:

Shall I apply upon the arrival to the port of entry in Canada?
Or
To apply within Canada

Who get more chances refugee or humanitarian cases
