Can I Apply For EC with A Visiting Visa

Can I Apply For EC with A Visiting Visa

Applied from ireland, got a letter for HSMP Part 1 to say its been approved
Now need to apply for EC (HSMP Part 2).
However on receipt of the approval letter my Irish visa has expired.

I have a 2yrs visiting visa to the UK and the US.
My question is can I apply for EC from Ireland now my visa has expired or the UK/US with my visiting visa ?

Any advise would be appreciated.
