Not Received Original Documents Back ?

Hi Forum Members and Seniors,

I applied for BC myself and submitted my 3 passports with my application and my application was received by Home Office on 1st April 2015. In July 2015, I sent online request to return my documents and in August 2015, I received my current passport and ILR Visa card back but my 2 old passports were not returned , then I received my approval latter on 1st October 2015 dated 21 September 2015 but my 2 old passports were not returned with the approval letter.

It is nearly 1 month and my 2 passports are still with the Home Office, I need my first passport to send with UK passport application and I rang home office some times and every time I was told to submit online request form and I already done that and still waiting.

Please advise me what is the best course of action I can take to get back my passports ? I know documents returned in the same envelop with the the approval letter but dont know why my passports were not included with the approval letter ? please share your experiences, thanks in advance
