Your daughter doesn't qualify for ILR based on long residence. SET(LR) form also doesn't allow dependents to apply with you. Once you have ILR, she can apply for ILR on form SET(F).However myself and daughter(Born abroad, arrived in UK 2013) still on dependent visa.
Myself arrive in UK: June 2010
Eligible for 10 years route ILR: June 2020
Currently myself and daughter(dependent) on FLR M : Expire 2021.
Yes, the fee is for EACH person apply regardless of route to ILR.Would you kindly guide if myself and daughter both need to apply ILR and pay required fees 2,389 each?
No. She needs ILR first. There is no entitlement to register without ILR for children who are born abroad.As daughter on dependent visa and valid till 2021 , can't she apply for British citizenship once i have ILR approved?

There is no '7 year ILR' rule. She needs to apply on SET(F) once you have ILR.Also on other note daughter arrived in May 2013 so she is here over 7 years if thats help?
Yes, because Set(F) is only for children whose parents are BOTH settled.as you mentioned my daughter will need to apply for separate SET(F), so i have to fill and submit my application for SET(LR) wait for decision and than apply for her?

Correct. Her visa is not dependent on YOU. It is dependent on your spouse.
