Difference between new and old guidance?

can any abody let me know;

Whats difference betwenn old guidance (Oct-2009 version) and the new one (March 2010 version) for Tier 1 (General).
I have read the new one but could not find any major difference in the policy except that for the new policy, Dependent of Tier 4 can apply for Tier 1 (G) from inside UK.
Plz let me know if anyone gets other (major or minor) differences between these 2 guidance policy notes.

Are you sure that there is a difference in tier 1 guidance?
