Can you apply for citizenship before ILR?

Hi, if a spouse of a British citizen has now been in the UK for 3 years, but waited nearly a year for the postal FLR(M) to be issued and therefore still has to wait a year before they can apply for ILR, can they apply for citizenship before they are eligible to apply for ILR? This is under the old rules.

I got the same doubt previously, But you must apply ILR and then immediately if she eligible to apply naturalization then she can apply for naturalization.
