Hi,
I am UK citizen married to a Moroccan who is with me in the UK under Visa/spouse, we want to visit her sister in Spain, my question; does she need a visa to Spain?

Generally, she shouldn't need a visa as long as you guys are travelling together. However, it has been observed that majority of the airline staff members do not know this rule even the so called managers.
My advice to you will be for her to get the visa since its free anyway and that will save you loads of hassles.
I am also a non-EU spouse and I have had to travel around Europe so many times and I just get my visas free of charge. Just post your application and wait for them to bring it. The only money you spend is for postage. Hope it helps.
