family in eastern ukraine

I would like some advise.

My mother in law is currently in eastern Ukraine and I fully expect that she will have to leave her home in the next few days due to the conflict.

My wife and I are desperate to get her here as soon as possible for safety. We are also expecting our first child in 5 weeks. My mother in law does not currently have a valid visitors visa and I'm not sure how successful an application would be if she does not have a fixed address if she vacates her home.

Can anyone offer advice on what options she has?

Going to be difficult without an address, maybe she could move further west or Kiev? Relatives maybe?

I'd also be wary; application will need to be über-watertight, as I suspect UKVI will be suspecting attempts to settle with apps from Ukr. given the situation.
