UK visitor and marriage

Hi,
I am asking on behalf of a friend. He is in UK as a visitor.
he wishes to get married to a uk citizen and they have agreed to marry.
the lady has divorced and 2 daughters, one of whom is disabled.
I know the rules do not allow for a visitor to marry and he will be required to return back to pakistan.
but does the fact that the lady needs help looking after her disabled daughter change anything?

If both of you are in the UK
If you and your future husband, wife or civil partner are both in the UK but at least one of you is subject to immigration control, you will need to give notice to marry or register your civil partnership with a registrar at a 'designated office'. The Giving notice page contains more information.
Since 9 May 2011, you do not need to obtain a Certificate of Approval before you marry or register your civil partnership. <- source


If your friend gets married in the UK while on visitor's visa, after the ceremony he will need to go back to his country and apply for Settlement Visa from there. He can not switch to the Settlement Visa while in the UK!
