Early ILR Application

Hi, I am currently on tier 4 visa. I have continuously extended my visa since i came to this country. I never had any problem extending the visa. My question is how early can i apply for my ILR based on my visa. HO says 28 days rule. Based on this rule what would be the best date to apply. All the replies would be highly appreciated.
Date of Visa Granted: 08-10-2009
Date of Arrival in UK: 23-10-2009
Date of Current Visa Expiry: 07-10-2019

Since my visa started on 8th and finishes on 7th. Is this exactly 10 years ?

You can apply no sooner than within 28 days before the 10th anniversary of the date you ENTERED the UK.

Long residence ILR does NOT start counting from the initial visa issue date.

I also have some questions regarding my wife application.
Her visa starts from 24th August 2018 and she entered in this country in same date 24th.
Her visa expires in 31st December 2024. We reported HO as soon as we received the bio-metric card and never got any reply. We went back home for 2 weeks this February and there was no problem in immigration.
As I am still in Tier 4 visa expiring in 7th of October and applying for my ILR before 7th.
My question is:
1. In which regard she received that long visa ?
2. Does she needs to apply for FLR(M) same time with me or as soon as i get my ILR ?
3. Can she stay on the same visa and apply for ILR after 5 years ?
please light me on this regard. All the responses will be highly appreciated.

Your question and circumstance isn't really clear or what visa category exactly she holds.
2. Does she needs to apply for FLR(M) same time with me or as soon as i get my ILR ?
She can apply after your ILR is granted if you are successful.
3. Can she stay on the same visa and apply for ILR after 5 years ?
No she cannot. If you apply for ILR based on long residence, your spouse must switch to FLR(M) and meet the English and financial requirements. Her ILR clock will be reset to zero for ILR based on 5 years residence.

Thank for the reply. Sorry if my questions are not clear. At the moment she holds PBS tier 4 dependent visa.
As you have explained I can process her application of FLR(M) as soon as i am granted ILR.
I have some more questions regarding financial requirement.
She started her job in January. She was in salaried contract. She have done full time since then and earning above £1900 (Gross Income) every month. However just for the month of August she was part time as she had to give some exams that month. Even going part-time she have managed to earn £1689. From September she is back again in full time contract. This all time she is with the same employer NHS.
My question is:
1. Is her earning meets the financial requirement ?
2. Do we need to show the all the contract letter given by employer ?
3. If it meets the financial requirement, do her spouse still need to show the income ?
4. Can the bank statement be just on her name ?

2. The contract would state her annual remuneration?!
