DENTAL NHS REGISTRATION: DOES IT MEAN USE OF PUBLIC FUNDS

Dear Experts,

I got registered my daughter to NHS Dental. She was not charge as she is under 18. She is 1.5 years old.
Does this mean we are accessing PUBLIC FUNDS?

NHS DENTAL and NHS are same? because from the home office website, they state that NHS do not form any of the PUBLIC FUNDS but did not specifically mention as NHS DENTAL.

Would appreciate to help me out by sharing your knowledge or if any of you are registered with them already and do not have any issues with VISA.

Please do response. It matters a lot for me.
