We had use printouts of the PBS documents to prove that our degrees meet the requirements for the language section of the new KOLL requirements. The person at the NCS had warned us that it is possible that the homeoffice may not accept the documents provided but they wouldn't reject the application immediately and instead send us a letter instead requesting for it.

We then received a letter on the 27th of Feb dated 24th of Feb stating that our application didn't contain sufficient documentation for the KOLL requirements. They requested us for a letter from UK NARIC for both me and my spouse confirming that the degrees we obtained were recognised as meeting UK standards. I suspect that this may have happened because we may have forgotten to attach the printouts of the PBS calculations at the NCS because of the confusion about the new KOLL requirements.

I then contacted NARIC and obtained degrees of comparability using the 48 hour turnaround service for both me and my wife which cost us approximately GBP 200 each. I had a letter from my university confirming English to be the medium of instruction and a printout of a scanned copy of a similar letter to my wife. The original letter from the university for my wife was still in the post when we had to send the documents back.
I then took a print out of the website at
https://www.gov.uk/english-language
as well as printouts of the PBS calculation for both me and my wife.
I explained the situation in a covering letter and mailed the documents listed above to the home office.

I have just received a letter today confirming that my application for naturalisation was successful. I am now awaiting the invitation from the local authority for the citizenship ceremony.

my latest timeline.

My referees told me that no body has contacted them. So do not panic if your progress appears slow.

No, they told me no one called or contacted them. Calling referees look like a random practice, or they have their own ways to decide.

I followed up with them on Monday (17/03/14), having received my ceremony invitation from the council, but not my approval letter from HO. I got a response the next day (Tues 18th), confirming they had dispatched my letter on the 11th. When I got home, the letter was in my post box. Two things to conclude: 1) They do seem to update their systems within a week, at least; 2) The postal class they use is really slow (7 days in my case)!

For all those still waiting, bear in mind that they probably split the workload amongst many agents, and they may move at varying speeds, or have applications that take longer than average. If your is stuck in a queue behind one of these slow applications, you'll have to wait longer. They can't possible go in order of receipt, one after the other, as this would imply only one person working the applications. So as much as it seems agonising, you just need to be patient. As soon as I stopped thinking about it, my approval came.

Best of luck to everyone!
