TB test for returning Dependents

My Dependents'Visa has expired in Pakistan and now they want to reapply .
Q1:Do they need TB test as in exepmtion it says exempted for returning within 2 years time.Do they come under that catogory although thier visa's just expired on 23 March and they have been in abroad since 03 January 2014.
Any help will be appreciated.
